Lotho

Hobbit, full name Lotho Sackville-Baggins. aka Lotho Pimple, Chief Shirrif or Chief.

After taking posession of BagEnd, he began buying large sections of the Shire. Probably financed by money from Isengard, as well as the selling of large quantities of pipe-weed. After arresting the Mayor, he proclaimed himself ruler of the Shire, supported by Men, most likely servants of Isengard. This went on until the arrival of Saruman, after which Lotho's reign was over. He was probably killed soon after, by Grima Wormtongue.
