FAQ / Why did Arwen say there is no ship to take her to the Undying Lands

Because she had chosen to be mortal alongside Aragorn and be his wife, and therefore lost the grace required to enter Valinor. She was now of mortal kind and no longer Elven, so she was not allowed to undertake the journey to the undying lands. Also at the time of Aragorn's death there were no more ships to be made that could undertake the journey to Valinor.
